As a developing country, Indonesia faces many challenging in improving education participation especially in less-developed area. This research analyze children participation in elementary education in South Manokwari, West Papua, a regency with low rate of children accessing school. The research was conducted using mixed methods of qualitative and quantitative approaches. The results suggest that an effective management to improve school participation should involve public, family, school‘s member and children. These stakeholders should work together to improve school participation in elementary education which is essential for human development in the area. © 2019, International Journal of Scientific and Technology Research.
