This study aims to understand the characteristics of learning media, Virtual Chemical Laboratory (VCL) and the appropriateness of VCL in the materials of safety and security in a laboratory for the introduction of chemistry for students. This development study is conducted using the 4-D development model (Four D Models) which consists of four steps: defining, designing, developing, and disseminating. The design of the product development is determined by the judgments of material experts, media experts, teachers as the future users and students. The results of the judgments are in the form of qualitative and quantitative data using Likert scale, products’ specialties, as well as comments and suggestions of the experts. Subsequently, the data were put into score tabulations and then were analyzed to determine its category based on the ideal score of the products’ appropriateness. The results of the study show that there are six components in the development of VCL that are Main Menu, Standard Competencies and Basic Competencies (SK & KD), Usage Instructions, Learning Materials, Virtual Lab, and Quiz. Meanwhile, the results of the experts’ appraisals which were gathered from five chemistry teachers regarding the product’s appropriateness show the average overall score of 114.2 which falls into the category of Very Good with a percentage of 91.36%. © 2022 American Institute of Physics Inc..
